The mandatory requirement to conduct geodetic work for the population is suspended in Pridnestrovie. A drawing of the boundaries of this land plot will be enough to register a land plot with a residential building or garage now in the absence of disputes with adjacent land users. Amendments to the law "On some additional state measures aimed at minimizing the negative impact of external economic factors" were developed by deputies of the Supreme Council of the Pridnestrovian Moldavian Republic Sergey Cheban, Anton Onufrienko and Oleg Vasilaty. Parliamentarians unanimously supported the law-in-draft in the second final reading at the plenary session. However, the new rules do not apply to all settlements of the republic. The initial version of the law-in-draft assumed that the simplified procedure for registering land plots in the absence of disputes with adjacent land users would only apply to rural settlements. However, amendments were developed for the second reading. They will allow residents of the cities of Slobodzeya, Grigoriopol, Dubossary, Rybnitsa and Kamenka to register land plots without mandatory reference to the geodetic network. The amendments for the second reading clarified that the simplified procedure applies to the registration of plots provided for gardening purposes.
Another important amendment to the law-in-draft specifies that if a land plot is registered using a simplified procedure without geodesy, then only state organizations will carry out technical inventory and registration of real estate. We are talking about the Bureau of Technical Inventory.
The new rules will come into force after being signed by the President and will be valid until the end of 2026. It is assumed that during this time the relevant ministries and departments will modernize and adapt the mechanism for conducting geodetic works, making it more accessible to the population.
The issue of high tariffs for geodetic services has been raised in parliament on numerous occasions. Deputies have long been receiving complaints and appeals from citizens who are unable to pay for the services of surveyors and, as a result, register their land plots.
The Government of the Pridnestrovian Moldavian Republic will have to determine the procedure for applying the simplified procedure for forming land plots and approve the requirements for the drawings of the boundaries of land plots within a month from the moment the new rules are signed by the President and are officially published.
An information hour dedicated to the organization of geodetic activities in the republic was held at the Supreme Council in July of this year. Deputies, representatives of relevant ministries and departments, as well as heads of enterprises providing geodetic and cartographic services, discussed possible solutions to existing problems several hours. They talked about the process of registration and provision of geodetic services, as well as improving the methods of conducting geodesy. Representatives of the legislative and executive authorities agreed that the issue requires lengthy and detailed study following the discussion. The search for a solution to the problem continues.
