30.04.2025

The Supreme Council of the Pridnestrovian Moldavian Republic adopted the draft Resolutions on amnesty in the final reading, taking into account the amendments, in connection with two anniversaries – the 80th anniversary of the Great Victory and the 35th anniversary of the formation of the Pridnestrovian Moldavian Republic.

The amnesty will be applied to a number of categories of convicts. Among them there are persons sentenced for the first time to real imprisonment for up to 3 years, participants in military operations to defend the PMR, as well as those whose parents, children or spouses died while defending the republic or became disabled people of group I or II due to injuries received.

The amnesty will affect disabled people of groups I and II, patients with tuberculosis, HIV infection or oncology. The act of humanism will be applied to pregnant women, women with minor children or disabled children of groups I and II, and other categories of convicts.

The amnesty resolutions adopted at the plenary session of the Supreme Council of the Pridnestrovian Moldavian Republic specify the categories of convicts to whom the amnesty will not apply. In particular, those convicted of murder, rape, intentional infliction of grievous bodily harm and other serious and especially serious crimes against the person, as well as in cases of especially dangerous recidivism, will not be released. Persons convicted of acts aimed at undermining the foundations of the state, economic stability and social security are not subject to amnesty. In addition, those who committed intentional crimes in places of imprisonment or maliciously violate the regime of serving their sentence will not be released.

The amnesty resolution, as well as the Resolution on the procedure for its application, provide that the term of serving a sentence will be reduced for a number of prisoners. As noted by the relevant parliamentary Committee on Legislation, Protection of Citizens' Rights and Freedoms, approximately 800 people will be preliminarily subject to amnesty. About 300 of them will be released from prison. The decrees will enter into force from the moment of official publication and are subject to execution within 6 months.
