Obligations must be fulfilled

The Supreme Council returned to discussion of the appropriateness of the established benefits and compensation only if the applicable law provides funds for their financing. The law-in-draft containing such a provision was discussed over a year ago in Parliament. The initiator of struggle of this kind with declarative of existing benefits was the government. Lawmakers voted against the documented reduction in the number of benefits and compensation and transfer of government authority to approve annually the list of issues. Later, a similar set of documents was introduced by the President of the Supreme Council. Neither the essence of the proposal or the content of the legislations, nor relevant to the question of parliamentarians was changed. Its consideration within the plenary session was postponed several times. Earlier this year, they resume work in this direction. Presenting a package of legislations in the plenary session, Finance Minister Elena Girzhul said that the republic's leadership would like to fulfill our social obligations in full, but the state, due to the complexity of the economic situation, does not have this capability.

As a result, no reaching required number of votes for either adoption or rejection of the initiative with the possibility of changing the concept of the document and re-entering, package of presidential legislations considered to be rejected.
