Deputies of the Supreme Council Oleg Vasilaty, Alexander Korshunov and Galina Antyufeeva are the authors of a new initiative, aimed at changing the existing order of selecting control method tenants of apartment houses. Improving the existing law is carried out in the framework of reform of housing and communal services. Housing reform provides for a transition from public housing management to the management of their sphere of private capital on their own or by the tenants. According to the authors of the amendments, "the purpose of this law-in-draft is to provide rights to the owners of premises in an apartment building, not obligations choose how to control them in accordance with the Housing Code of PMR".
Initially it was assumed that up to August 4, 2011 the tenants had to decide those who will manage, maintain, and keep their houses in good technical condition, either by signing the contract with the management company or by forming a homeowners association (HOA). The good goal was declared - to make residents full owners of their homes. But there was one condition - the local authorities, the relevant communal structure should lead house in good technical condition, in order to transfer them to the management of tenants. This meant, first of all, repair roofs and replace basement utilities. Status of local budgets has become a byword - there is no extra money, especially in the so-called subsidized areas. This hampered the good undertakings.
The initiative was supported by colleagues and members of the profile parliamentary committee on agriculture, transport, construction, natural resources and the environment. Their view was expressed by Chairman of the Committee Efimy Koval
The debate on this issue of the agenda ended with the voting. Most of the deputies, with two votes "against", has supported the initiative of Oleg Vasilaty, Galina Antyufeeva and Alexander Korshunov - the law-in-draft was adopted in the first reading.
Reference. Currently housing in PMR is about 1.5 million square meters. It includes state, municipal, private and mixed housing stock. The main share of residential buildings put into operation more than 30 years ago. Physical deterioration of the housing stock of the Republic, including utilities, is about 70% higher than the standard.
