Discussion of Important Issues

According to the established tradition, the second day of the working week in Parliament starts with a meeting of "The Obnovlenie" parliamentary faction. In its course the members of parliament consider the most important for the society and at the same time, the polemical issues on the agenda of plenary sessions, work out compromises for the solidarity of members of a single vote in the legislature of the faction. At the finished today meeting, which took place on the eve of the plenary session, the agenda included seven major issues.

The faction members were unanimous in their support for legislative initiatives to supplement the Basic Law. 15 Deputies initiated it, and by the way, not only members of "The Obnovlenie". The purpose of the law-in-draft is to declare the need to ensure access of local government - the Council of People's Deputies of cities, districts - to the constitutional principle of justice and execution of the full recognition and guarantee of local government by the Constitution of the Republic. This means that if the law-in-draft is adopted, the local representative bodies will have the right to appeal to the Constitutional Court. Thus, their access to constitutional justice will be formed at the legislation level.

It is worth noting that the amnesty is provided for in the legislation of all countries of CIS. Last time the amnesty was declared in Pridnestrovie five years ago. The duration of the current one - is six months from the date of entry into force of the decisions adopted by the legislators.

It was proposed to release from criminal liability or punishment those who have minor children who suffer from serious diseases, as well as those over 55 years old. The determining conditions - is lack of any observations during stay in prison, as well as full compensation to the injured party.

Members of the "The Obnovlenie" parliamentary faction in the course of the meeting also discussed the issues of improving the regulations of the Code of Administrative Offences relating to the exercise of the powers of government supervision. The example of the Russian Federation is taken as the basis. Deputies hope that the legal changes in this sphere will liberate businesses from excessive control of inspection bodies.

Outside the agenda the deputies discussed the situation with the introduction in the republic of compulsory insurance of civil liability (CTP) for drivers, from which a lot of questions are received in their address during meetings with voters and reception of citizens on personal matters.
