The Online Public Hearings and Visual Presentations

To establish in the law the possibility of holding public hearings in the online format – this initiative of the Government was considered by the deputy corps in the second reading. This innovation is caused by the situation that has developed in Pridnestrovie and around the world. The spread of coronavirus infection and the introduction of restrictive measures have made it difficult to conduct events with a large number of people in the usual way. Many meetings and sessions had to be converted to electronic format.

At the same time, when working on the law-in-draft, the relevant committee made a number of fundamental comments to the Government as the author of the draft law. The law-in-draft spelled out the procedure for notifying all interested parties. This will keep the publicity and reach the broad masses of the public.

The issues raised at the hearings are of particular public importance or affect the rights and freedoms of citizens. According to the deputies, online hearings are another step towards digitalization, which will save time and money. The parliament adopted the law-in-draft in the final reading.

In addition, the Parliament considered amendments to the law “On local public hearings in the administrative-territorial units of the PMR”. It is proposed, when considering the reports of local budgets, annual reports on their implementation and issues that are submitted to the hearing, to submit documents not only on paper, but also in the form of presentation.

A large amount of text and numbers is better perceived visually in the opinion of both the deputies and the developers of the initiative. The deputy corps supported this initiative and adopted the law-in-draft in two readings at once.
