Heads of government bodies of all levels will be required to personally familiarize themselves with citizens' appeals. The PMR Supreme Council adopted in the second final reading at a regular plenary session the relevant amendments and additions to the Law of the PMR "On appeals of citizens and legal entities as well as public associations". The initiative belongs to the President of the Pridnestrovian Moldavian Republic. Vadim Krasnoselsky has repeatedly emphasized that personal involvement of heads of government bodies and administration with people's problems and questions will help them better navigate the sphere under their jurisdiction. The new provisions of the law oblige not only heads of state authorities and administration bodies, but heads of local governments, legal entities founded by the Pridnestrovian Moldavian Republic or municipal entities to personally familiarize themselves with citizens' appeals.
The requirements for a response to an appeal that states an extension of the review period, a decision to redirect, to leave without review or to terminate review are also defined. It will be necessary to indicate which appeal the decision was made on – there are cases when the applicant applied to one agency with several requests.
The relevant Legislation Committee developed for the second reading the amendments, that establish that on certain issues, officials will have the right to independently determine the procedure for considering appeals. For example, on issues such as citizenship of the PMR, pardon and granting political asylum, providing financial assistance for various purposes, congratulations, wishes and words of gratitude, requests for information, etc.
The law will enter into force the day after it is signed by the PMR President and officially published.
