Providing housing for orphans

The main problem associated with the situation of orphans and children left without parental care remains the provision of housing by the state after graduation from educational institutions. There were 1188 people on the waiting list at the beginning of 2022. The statistics are higher compared to previous years: there were 1045 people in the queue as of January 1, 2021, 970as of January 1, 2020.

The issue of living for orphans was raised by Chairman of the Supreme Council Alexander Korshunov as part of the discussion of the report on the situation of children.

“There are more than a thousand people in line. Orphans have grown up, they are 18 years old. They have no parents, no home. Where do they live now, in what conditions?” - the speaker of parliament Alexander Korshunov was interested.

Orphans live in rented apartments or in dormitories provided by the state administrations of cities and regions, explained Deputy Prime Minister Stanislav Kasap. This category at the same time continues to be in the queue for obtaining their own housing.

“The question is important. Housing for orphans is purchased at the expense of local budgets and housing is purchased every year through the state target program approved by the Supreme Council. Nevertheless, the queue for orphans is not decreasing, but growing, unfortunately. This problem will be systematically addressed,” said Deputy Prime Minister Stanislav Kasap.

According to the Ministry of Education, the queue for housing is formed by the state administrations of cities and regions. The age of those on the waiting list for housing is from 16 to 49 years.

46 people received their comfortable housing last year. 39 apartments and residential buildings were purchased under the state program “Provision of residential premises (apartments) or residential buildings for orphans, children left without parental care, persons from among orphans and children left without parental care for the period 2018-2027”. At the expense of local budgets, 7 residential premises were purchased.

65 people from the category of orphans received housing in 2020, and 62 in 2019. The 2022 budget includes over 9 million rubles for the purchase of 42 residential premises.

The state program to provide housing for orphans has been operating in Pridnestrovie since 2018. Approximately 216 million rubles are needed at the moment to provide 1188 orphans who are on the waiting list with their own apartments or houses. The program runs until 2027.
