On the state of legitimacy and law enforcement in the PMR

The PMR Prosecutor Anatoly Guretsky spoke about the state of law and order in the Pridnestrovian Moldavian Republic and the work done to strengthen them last year at the plenary online meeting.

The prosecutor's office received 4868 appeals in 2022, approximately the same as in 2021. Among the main issues of concern to citizens: non-payment of wages, late payment when going on parental leave, incorrect calculation of pensions and utility bills. 341 appeals in 2022 were received through the official website of the Prosecutor's Office.

Particular attention is paid to personal receptions of citizens. The lifting of quarantine restrictions made it possible to continue the implementation of this direction. In 2022, employees of the Prosecutor's Office received 1321 people in person, which is 53% more than in 2021.

The Prosecutor's Office of the Pridnestrovian Moldavian Republic oversees the implementation of the Constitution and laws of the Pridnestrovian Moldavian Republic by all authorities, legal entities, public associations, individual entrepreneurs and citizens. The control and supervisory body ensures that all legal acts adopted by officials comply with current legislation. According to the report, the Prosecutor's Office revealed 2303 violations of the law last year. This is almost 18% more than in 2021. The majority of violations were identified in the field of observance of human rights and freedoms – 871 violations, of which 275 –in the field of labor relations.

After listening to the report of the Prosecutor of the Pridnestrovian Moldavian Republic, the deputies asked the head of the control and supervisory body of the republic questions of interest. Deputy Chairman of the Committee on Legislation Grigory Dyachenko was interested in the position of the Prosecutor's Office on the issue of fair provision of land plots for individual housing construction.

Anatoly Guretsky noted that the Prosecutor's Office regularly encounters violations in "land issues". However, the problem needs to be solved at the legislative level.

The relevant Committee of the Supreme Council on Legislation noted that the Pridnestrovian Prosecutor's Office actively participates in the legislative process every year. The PMR Prosecutor using his right of legislative initiative submitted 22 legislations to the Supreme Council last year. 7 of them have already been adopted in the second final reading. Some have passed the first reading stage. The management and employees of the control and oversight body regularly participate in plenary meetings, meetings of working bodies and working groups. One of the areas of cooperation between the Prosecutor's Office and the Supreme Council is the preparation of opinions on draft legal acts. The Prosecutor's Office of the Pridnestrovian Moldavian Republic prepared more than 500 opinions in 2022.
