About geodetic activities in the PMR

An information hour dedicated to the organization of geodetic activities in the republic was held at the Supreme Council. Representatives of the Ministry of Agriculture and Natural Resources and the Ministry of Economic Development, as well as heads of state and municipal enterprises providing geodetic and cartographic services took part in the discussion.

The main issue on the agenda was high tariffs for geodetic services for the population. The deputies noted that for several years now they have been receiving relevant requests from citizens.

Deputies during the discussion asked questions regarding the process of registration and provision of geodetic services, what documents need to be drawn up for its implementation. Representatives of the executive branch of government noted in their responses that each site where geodetic work is planned is unique and has its own specific features. All conditions are stipulated in the agreement concluded by participants in land management activities. The Ministry of Economic Development of the PMR has established a maximum tariff of 167.3 rubles for 1 hour of work by a surveyor at the same time.

The parliamentarians were interested in how many enterprises in the republic today carry out geodetic activities, and how many specialists work in them.

The deputies noted that all these state and municipal enterprises are located in the south of the republic. Residents of the northern regions are forced to pay more for geodetic services Kamenka or Rybnitsa, for example. The time that a municipal or state unitary enterprise surveyor spends on the road is also included in the final cost of the service after all.

Parliamentarians expressed opinions on the need for a radical revision of the methodology for conducting geodetic work. Deputies and subject matter experts discussed various options for modernizing this process during the information hour. Including through the use of navigation satellite systems. Minister of Economic Development of the Pridnestrovian Moldavian Republic Sergei Obolonik noted that work in this direction is underway. The head of the Ministry of Economic Development reminded parliamentarians that active work is currently underway to create and fill the state information system “State Land Cadastre”. The President of the Pridnestrovian Moldavian Republic gave such an instruction back in 2018. The main task of the Land Registry is to ensure a complete record of existing territories to ensure their effective use.

Participants in the information hour discussed possible ways to reduce the cost of geodetic services. There have been proposals to carry out such work entirely at the expense of the state or to subsidize part of the cost of the service from the republican budget. However, participants in the information hour noted that to solve the existing problem it is necessary to make changes at the legislative and by-law level.

The deputies took note of the information presented after a lengthy discussion. The Supreme Council will return substantively to the problem of organizing geodetic activities for the population in the Pridnestrovian Moldavian Republic in the autumn session after the parliamentary holidays.
