We need legislative approval mechanism

Talks about the need to reform the system of local government are carried out in Pridnestrovie not the first year. Discussion is activated in waves. Serious rise was observed in 2013: a wave of thematic round tables all over the republic. They said then mainly about the election of the heads of state administration as one of the stages of development of the political system of the republic. But the i's were not dotted. Today, they again returned to the subject, in the framework of the discussion, in fact, unrelated to this reform. This is a new project for the Pridnestrovian legal framework of the law "On the representative bodies of state power and local self-government".

The initiative, developed by Oleg Vasilaty, involves the creation of legal mechanisms by which will be governed by a single system of representative bodies of state power. The law-in-draft established the conceptual apparatus, the general principles of the formation and the operation of the representative bodies, how they interact at the state and local level. Initiator of innovations expects that the elimination of existing gaps will increase the efficiency of state authorities and local self-government, and in addition, will reduce the cost of work on the preparation of standard-setting decisions and monitoring their implementation.

The Justice Minister Olga Zvarych gave assessment of the law-in-draft on behalf of the President. According to the official conclusion of the President, the adoption of the initiative is early. A suggestion was made to postpone the consideration of this issue by resuming the activities created in 2013 commission to reform the system of local government. In response, the deputy Alexander Korshunov recalled that the Commission, in fact, worked actively, prepared several options for reform, submit to approval of the president, but they were all in the "back burner."

The issue on compulsory bringing to the public discussion of the law-in-draft was raised as part of the in-session discussion. Parliamentarians expressed their support for such an operation mechanism, noting that they are ready for a dialogue with the representatives of the Public Chamber, the Board of Deputies of veterans and other organizations.

The law-in-draft "On the representative bodies of state power and local self-government" was adopted in the first reading taking into account voiced comments and suggestions on the recommendation of the responsible committee.
