New in the legal framework

The law that approves the state program “Equal Opportunities” entered into force. It is designed for 4 years and is the organic development of events held in the Year of Equal Opportunities, which was established by decree of the President. The total amount of financing of the state program is 4 million 987 thousand rubles. Almost 2.5 million rubles - funds from the republican budget, the same amount allocated from the local. The goals of the program is to maintain the social activity of people with disabilities and people with limited mobility, to improve the quality of life of people with disabilities, to interact with the state and public organizations in protecting the rights of people with disabilities and integrating them into the social environment.

In accordance with the program adopted by the Supreme Council and signed by the President, the tasks of ensuring the free movement of persons with disabilities, their accommodation and employment will be solved. Measures to create a barrier-free environment, started last year, will be continued. In the framework of the “Equal Opportunities” program, it is also planned to hold cultural and leisure activities for people with disabilities of various age groups, to print additional editions of educational literature in Braille, and prosthetics for people with special needs. The program pays special attention to the need to use inclusive education, when disabled children who study at home are integrated into a regular school.

According to the social security authorities, more than 20000 people with special needs live in Pridnestrovie, approximately 1300 disabled children. Earlier, the Supreme Council ratified the 2006 International Convention on the Rights of Persons with Disabilities.

The norm, adopted by the Supreme Council and approved by the President, amending the current law “On homeowners’ associations”, allows determining the quorum of the general meeting of owners of premises in an apartment building to create property owners association. The general meeting of members of the property owners association for its establishment is valid if more than 50% of the members of the partnership participate in it. The number of votes that each member of the partnership has at a general meeting is equal to the number of apartments that are in his possession as personal property in an apartment building.

Another provision of the new law states that the general meeting of members of the homeowners' association is obliged to decide on its elimination, if the members of the partnership possess less than 50% of the votes of the total number of all votes of the owners of the premises in an apartment building.

The law “On Amendments and Addenda to the Law “On the Administrative-Territorial Structure of the Pridnestrovian Moldavian Republic” signed by the President approved the state register “The Administrative-Territorial Structure of the Pridnestrovian Moldavian Republic” as an annex. The reason for the adoption of the new version of the state register by the Supreme Council was the differences in the names of some settlements of the republic. For the population of the republic, the decisive norm reflected in this law is that all previously issued documents will retain their force. Neither citizens nor legal entities will need to redo in connection with the adoption of a new legislative act. With the entry into force of the law, only the official name of the locality should be used in accordance with the state register of the administrative-territorial structure of the PMR.
