The proposed amendments to the law "On universal military duty and military service" were discussed by the deputies of the Youth Parliament in the course of the regular plenary session. Young parliamentarians want to offer to provide a deferment from military service for Pridnestrovians who have received higher education in foreign universities and decided to return to Pridnestrovie, subject to the condition that they will work in public authorities and administration or in the public sector of the economy.
According to young parliamentarians, such measures will stimulate the return of young qualified personnel to the republic.
Another item on the agenda of the plenary meeting of the Youth Parliament was the proposal to supplement the law "On Procurement in the Pridnestrovian Moldavian Republic", which will simplify the purchase of books to update the library fund. Since 2022, all organizations in the republic have been operating in accordance with the Procurement Law, which spells out the procurement procedure in detail. Young parliamentarians drew attention to the fact that libraries sometimes face difficulties in describing the subject of procurement under the current procurement procedure. For example, the same publication may be in different design. Problems arise when there is no need to purchase a large batch of books in the event of a single availability of publications. At the same time, the book market of the republic is represented by a narrow circle of book-selling organizations. They do not have an identical and fairly wide range of products, which is necessary for a complete renewal of the book fund.
Deputies of the Youth Parliament propose to enshrine in the law a norm according to which it will be possible to purchase book publications for libraries in an exceptional manner – without using competitive methods to determine the supplier.
Both initiatives will be sent by young parliamentarians for study to the relevant committees of the Supreme Council of the Pridnestrovian Moldavian Republic.
