The Independence of the Branches of Government

23.12.2014

Legislative activity was intensified at the end of the year. Previously, according to the decision of the Presidium of the Supreme Council the plenary sessions were scheduled for 23 and 24 December. This was caused by a large number of questions included in the working agenda. Meetings of the parliamentary faction “Obnovlenie” became more frequent in accordance with this. Regular meeting, chaired by the deputy leader of the faction Alexander Korshunov was held today. Another is scheduled for tomorrow – December 24.

The subject of discussion for members of the parliamentary faction “Obnovlenie” was the preparation of the draft decree of the Supreme Council regarding the appeal to the Constitutional Court. The reason for this was the decision of the Tiraspol City Court to suspend the Resolution of the Supreme Council dated 28 November 2014 “On the Law of PMR “On amendments to the Law “On Tax on income from organizations”. Parliamentarians offered to them to reduce the tax burden for businesses shoe and chemical industries by half for the next three years. The Government initiated the litigation, arguing that the Supreme Council had no right to consider the law-in-draft without a formal opinion of the supreme executive authority. The Supreme Council has already sent a complaint on the matter to the Supreme Court. Members of the faction qualified the situation as one branch of government interference to the activities of the other, although they are independent in accordance with the Basic Law.

Discussions took place on a number of legislations relating to the electoral law, in particular, the principles of formation of election commissions of different levels, participation of different government authorities in it; to change the rules of the Code of Administrative Offences relating administrative responsibility and penalties for violation of traffic rules, and others.
