Сomprehensive approach is required

Two parliamentary committees were the organizers of the hearings: the Committee on agriculture, transport, construction and the Committee on the state of regional politics. The discussion was attended by representatives of the Ministry of Regional Development, the local councils of people's deputies, the legislators.

The problem was not born yesterday, but it had not been solved for a long time in many cities because of the acute shortage of funds. According to Efimy Koval in 2010 the President presented the initiative on amendments to the Law "On highways" to include passages in the classification of roads. However, there was not expected result without appropriate funding. Adoption of amendments to the law "On the Road of Pridnestrovian Moldavian Republic", according to which the approved expenditure for funding for repair and maintenance of driveways should not exceed 10 percent of the planned amount of subsidies allocated from the republican budget to finance local budgets directions specified in the Act in respect of public roads and their constituent parts that are in state and municipal property could partly solve the situation. The adoption of this provision allowed the local public authorities to carry out activities for repair and maintenance of passages from the Road Fund. However, the issue of funding the repair yard and driveways remained open.

Many speakers at the hearing said that competent Road development fund will help to solve some of the problems associated with the repair intradomestic and driveways. The draft law "On republican budget for 2017" the volume of the Road Fund expenditure approved in the amount of 128.462.598 rubles.
