The current work week began with the meeting of the Presidium of the Parliament. Its members discussed the agenda for tomorrow and the next plenary sessions. Let’s remember that they take place on 15 and 22 April.
A number of legislative initiatives aimed at changing the Basic Law, Constitutional Law "On the Government" and "On the Rules of the Supreme Council" concerning the definition of the term in which the executive authority is obliged to provide to Parliament on the formal conclusion of considering the law-in-draft. The necessity for their adoption is due to legal practice. There is a situation where the Supreme Council is without opportunity to consider the legislations in the absence of agreement of the Government. We are talking about the documents received during the fiscal year and increase the approved budget expenditures or reduce revenues, as well as the law-in-draft on the introduction or abolition of taxes, exemption from taxes, on the issue of state loans, on changes in the financial obligations of the state and the other for the expenses covered by the state budget. So, conclusions of the Government on 9 legislations during the period from April 2013 to the present time were not received absolutely, despite the fact that the deadline for their submission has expired, and at the conclusion 23 legislations were given in violation of the rules of the Supreme Council of the Parliament or by the deadline. For these reasons, the consideration of the legislations was postponed by deputies. In this regard, the authors of the amendments (16 parliamentarians acted their role), noting the inadmissibility of the unjustified blocking of the legislative process, offered a set period of thirty days to give the government reports, as well as their consideration by the legislature in case of non-government established by the Constitution in terms of the relevant conclusions.
It is planned to submit amendments to the Land Code for discussion deputies during one of the next plenary sessions. Responsible Committee recommended the adoption of the law-in-draft in the first reading, subject to consideration of a number of conceptual remarks. Parliamentarians are in favor of retaining for the representative bodies of local government approval of master plans for administrative-territorial units, as well as the existing procedure seizure of land for agricultural purposes, which is elaborated in the Land Code.
Election year requires the improvement of the electoral legislation. In this regard, the deputy Gregory Dyachenko has authored a package of initiatives that involve changes in a number of existing norms of the Election Code, the Code of Administrative Offences and the Law "On Population Census of PMR". Their adoption aims to ban election campaigning and distribution of campaign materials in the workplace, place of study, in the process and in place of wages payment, pensions, allowances, scholarships and other social payments, as well as during the census. As noted by Gregory Dyachenko, this year the census is planned for the autumn, so the rule of law must notify the parallel election campaigning before a single day of voting.
According to current legislative norms the time limit is allocated for inhabitants of apartment buildings within which they must choose their housing management company. This period has been repeatedly extended, and this time it expires in September 2016. Therefore, Deputies of the Supreme Council Galina Antyufeeva, Alexander Korshunov and Oleg Vasilaty proposed to introduce a new legal provision in the Housing Code. It prescribes the granting of the right of choice, not an obligation of owners of premises in an apartment building method of controlling them with housing. Supporting the initiative of the colleagues, members of the Presidium of the Supreme Council paid special attention to the technical condition of the housing stock of the republic. Thus, according to the Deputy Oleg Leontiev, now the technical equipment of the entire infrastructure of towns and regions is in critical condition. Physical deterioration of the housing stock (including proper housing, and system utilities) of the republic is approximately 70%. Along with this, Deputies Galina Antyufeeva and Gregory Dyachenko spoke on the necessity to promote competition in this area, creating new asset management companies of various forms of ownership. Unfortunately, there have not been such companies in the market of housing services yet.
