Punishment for repeated traffic violations

Parliamentarians in the first reading adopted legislations that toughen administrative responsibility for road users who systematically violate traffic rules. The amendments to the Code of Administrative Violations were proposed by the President and deputies of the Committee on Legislation.

The law-in-draft of deputies was presented in the course of the plenary session by one of the authors Oleg Petrik. The parliamentarian focused the deputies' attention on the fact that the initiative is essentially an alternative to the President's proposal to introduce penalty points.

The deputy corps supported in the first reading the law-in-draft of colleagues who are proposed to increase the fine for repeated speeding by 40 km/h to 60 km/h. Now it is 70 minimum wages (1288 rubles), deputies consider that the fine should be in the amount of 100 minimum wages (1840 rubles).

It is proposed to introduce administrative responsibility for re-drift. Punishment: deprivation of rights for up to 1 year or administrative arrest for 15 days.

The changes will affect drivers who decide to drive a car after the deprivation of rights. The current version of the Code of Administrative Offenses provides for a fine for this – 100 minimum wages or arrest for 15 days. The deputies propose to remove the alternative and leave only the punishment in the form of arrest. In case of repeated such violation – arrest for 30 days.

It is proposed to double the fine for violation of traffic rules by a pedestrian, a passenger of a vehicle or another road user, which caused interference in traffic on the roads: increase it to 10 minimum wages (184 rubles). The relevant committee intends to discuss this issue in the second reading.

Another initiative to amend the Code of Administrative Offenses was proposed by the President. It refers to the toughening of liability for the repeated commission of an offense by a driver who does not have the right to drive a vehicle. It is proposed to provide for the possibility of suspension from driving for this violation of traffic rules.

The fine for driving without a driver's license is 50 minimum wages (920 rubles). The law-in-draft introduces punishment for the repetition of such a ride in the form of a fine of 100 minimum wages (1840 rubles) or an administrative arrest for 30 days. The law-in-draft was adopted in the course of the plenary session.

Work on two initiatives on amendments to the Code of Administrative Offenses will be continued by the relevant Legislation Committee in preparation for the second reading. Galina Antyufeeva considers that administrative responsibility tightening should improve the statistics of offenses.
