Today, lawmakers in the course of the meeting of the Presidium of the Supreme Council discussed draft laws that it was decided to submit for discussion by the Deputies. These are mainly documents prepared for consideration by the Committee on Legislation, Law Enforcement Agencies, Defense, Security, Peacekeeping, and the protection of the rights and freedoms of citizens.
A package of documents has been prepared for the first reading, introducing amendments to the laws “On the PMR Constitutional Court”, “On the PMR Supreme Court”, “On the Arbitration Court”, as well as “On the Rules of Procedure of the Supreme Council”. Draft constitutional laws are presented as legislative initiative by deputies Galina Antyufeyeva, Vitaly Kalin and Oleg Petrik. The authors propose concretizing the procedure for exercising the right of legislative initiative by these courts.
Law-in-draft submitted by the President and introducing amendments to the law “On State Duty” is ready for consideration in the second reading. Law-in-draft proposes to exempt from paying the state duty citizens of the republic serving a sentence of imprisonment for issuing a passport in exchange for a worn out or lost passport, if there is no money in their personal account for the expenses associated with issuing a passport.
Deputies Galina Antyufeyeva, Oleg Petrik, Vitaliy Kalin and Grigory Dyachenko prepared amendments to the law “On state duty”. The purpose of the legislative initiative is to improve the provisions of the law regarding the payment of state duties upon receipt of the passport of a citizen of the PMR for the first time. In addition, additional support is determined for orphans and children left without parental care, as well as persons among them under the age of 25 years.
Deputies of the Supreme Council Mikhail Burla, Ilona Tyuryaeva, Andrey Sipchenko and Sergey Vasiliev prepared a legislative initiative introducing amendments and additions to the law “On Culture”. The authors propose expanding the scope of this law, registering the rights of citizens to aesthetic education and art education, creating conditions for this, primarily through supporting and developing organizations of additional education of an artistic and aesthetic orientation, as well as maintaining the basic services of public libraries free of charge for the population.
At the end of the meeting, Chairman of the Supreme Council Alexander Korshunov informed his colleagues about the trip to Abkhazia and the meetings held there.
In addition, Alexander Korshunov met with his colleague Valery Kvarchia, speaker of the National Assembly - Parliament of the Republic of Abkhazia.
The leaders of the parliaments emphasized the importance of further development of inter-parliamentary cooperation, both within the framework of bilateral interaction and at the site of the Inter-Parliamentary Assembly of the Community “For Democracy and the Rights of Peoples”.
According to the decision of the Presidium, the next plenary meeting is scheduled for October 23. The next one will be held tomorrow, October 16th.
