The draft budget should be seriously finalized

A number of presidential legislative initiatives are presented for tomorrow's plenary meeting. Among others there is draft law "On regulation of the taxation procedure in the service sector and small individuals of some categories of manufacturing and legalization". According to the chairman of the Committee on Entrepreneurship Viktor Guzun, parliamentarians developed such a legislative initiative to legalize the activities of self-employed citizens 6 years ago, but then the law-in-draft was not supported by the president and the government.

In contrast to the complex-designed reforms proposed in the 2010 by parliamentarians, the presidential law-in-draft raises many questions when investigating. It was noted at a meeting of the profile committee: the document does not specify the important points related to the mechanism of implementation of the proposed reforms.

In addition, the President introduced a law-in-draft in the regime of legislative necessity. At the same time, as parliamentarians noted its adoption will require additional changes in the tax laws, the Civil and Labour Codes that can not be done in the stated by the President two weeks term.

It was noted at today's meeting of the Presidium: the Supreme Council receives the legislations  in the regime of legislative necessity in increasing numbers. For example, there are more than ten regime folders under consideration of the parliamentary committee on economic policy, budget and finance, among them there is draft law on the introduction of the Tax Code. Parliamentarians are invited to explore and work through significant six page document that defines the tax policy of the state, within twenty days. Parliamentarians insist: quickly - does not mean quality.

In addition, such a large number of regime documents makes it impossible to consider other, often more important legislative initiatives. The work on the draft budget for next year is in the midst. According to deputy chairman of the parliamentary committee, Alexander Korshunov, the work will be serious and long, because the in the document submitted by the Government is about 700 million rubles.

Decision of the Presidium of the draft budget for 2017 will be considered at the next plenary meeting, which is scheduled for November 23.
