At the Level of the Law

12.05.2015

The main issue on the agenda of the plenary meeting on 20 May is the Government report on the activities of the authority in 2014. In addition, the people’s deputies are going to hear a report on the execution of the republican budget - 2014 and the Unified State Fund for Social Insurance. In this regard, members of parliament do not lose hope to receive from the highest executive authority the answers to the questions contained in the list consisting of 33 points, which they had previously sent to the leadership of the government.

Apparently, traditionally the consideration of the law-in-draft "On compulsory insurance of civil liability of vehicle owners" will be debatable. This is not the first attempt of the government to enter into the legal framework of the republic such insurance as MTPL. Previous legislative initiatives of the executive authority were not supported by parliamentarians. This time, members of the relevant committee on agriculture, transport, construction, natural resources and the environment decided to recommend the deputies to reject the law-in-draft at the last meeting.

The legal situation is exacerbated by the fact that the relation in the sphere of compulsory insurance of civil liability of vehicle owners (MTPL) is currently governed by a presidential decree. Doubts about its legal validity were expressed in the course of the meeting of the Presidium of the Supreme Council. Nevertheless, as amended by recent changes dated January 1, 2016 to June 1, 2015 the deadline by which all car owners must acquire Pridnestrovian insurance MTPL was moved.

At tomorrow's plenary sessions and following the deputies will also consider a number of initiatives from different legislative right entities and standards relating to the improvement of land and housing codes, laws “On Land”, “On the Police”, “On universal military duty and military service” and etc.

In conclusion of the meeting of the presidium the parliament deputies, at the proposal of the Chairman of the Parliament Committee for Economic Policy, Budget and Finance discussed the possibility of inviting to the next plenary meeting of the members of the commission, consisting of artists, architects, representatives of the Public Chamber, which decided that the building of the Faculty of Medicine PSU "has no outstanding artistic and architectural or historical and cultural values". Let’s remember, at the last plenary session, the deputies adopted a law-in-draft in the first reading that eliminates a building, located in the 25th of October Street, 93 from the list of monuments protected by the state.
