Attending an appointment of the Supreme Council Chairman

17.11.2023

Chairman of the Supreme Council Alexander Korshunov held a reception for citizens on personal issues. The chairman of the United Union of Disabled Persons and Veterans of Tiraspol, Vladimir Alekseevich Kachan addressed the speaker. He said that the public organization consists of 130 people: these are disabled people of groups I and II (wheelchair users, those suffering from cerebral palsy, cancer patients). The Union is provided with sponsorship assistance. The state allocated premises free of charge for the organization, located in the 25th of October Street. Members of the Union come to the office to receive humanitarian aid in the form of food and clothing, explained Vladimir Kachan. The chairman of the Union of Disabled Persons and Veterans of Tiraspol asked to consider in the course of the reception with the speaker the possibility of canceling payment for the services of the rented premises. Speaker of Parliament Alexander Korshunov noted that the state provided assistance to the public organization by providing premises for free use, however, according to the law, like all public organizations, the Union of Disabled Persons and Veterans of Tiraspol must pay for utilities. Alexander Korshunov emphasized that legislators cannot make an exception for one of the public organizations, of which there are hundreds in the republic, and cited the example of the Union of Disabled Persons of Bendery, which independently pays for utilities for the premises in which it is located.

Another question that Vladimir Kachan raised concerned Russian pensions. The applicant explained that the size of his Russian pension decreased after he began acting as chairman of the house cooperative. According to Russian legislation, working pensioner receives a smaller pension. Vladimir Kachan asked for assistance in renewing the previous size of the Russian pension, since in essence he performs public work and does not have much income for it. Speaker of the Parliament Alexander Korshunov assured that he would raise the issue of pension provision for Russian citizens living in Pridnestrovie at the level of deputies of the State Duma, with whom Pridnestrovian parliamentarians maintain interaction on all humanitarian and social issues.

Resident of Slobodzeya Stepan Mikhailovich Koltsa came to a reception with the Chairman of the Supreme Council. The question he raised concerned Soviet deposits payments. The applicant noted that he wanted to return his money, which “burned out” with the collapse of the Soviet Union. Speaker Alexander Korshunov noted that Pridnestrovie, unlike other states and despite small budget revenues, has undertaken to pay compensation for deposits. Those born before 1950 receive 1 thousand rubles a year with repayment of part of the deposit. The state allocates millions of rubles to the country’s budget every year for the gradual indexation of the population’s deposits, emphasized the Parliament Speaker Alexander Korshunov.

The third person who came to see the speaker asked for social support. A resident of Bendery Anatoly Sidenko takes care of his wife's mother-in-law and brother, who are disabled and need constant supervision. It was noted at the reception that a payment of 100 minimum wages (970 rubles) is provided monthly for caring for a disabled person, according to current legislation, but only close relatives have the right to it. Anatoly Sidenko is not under this category in this case. Chairman of the Supreme Council Alexander Korshunov gave instructions to study this issue in the parliamentary committee on social policy in order to consider the possibility of amending the law.
