According to the press service of the President, Vadim Krasnoselsky held an extended meeting. Participation in it was attended by the Chairman of the Supreme Council Alexander Shcherba, Prime Minister Alexander Martynov, as well as heads of state administrations. The main issues on the agenda of the meeting are the transfer of oversight functions in the sphere of construction from the Ministry of Justice to the Ministry of Economic Development and Industry and heads of state administrations, the reorganization of the road sector, the implementation of the capital investment program and the formation of housing cooperatives.
The initiator of the transfer of functions for the control and supervision of construction was the Ministry of Economic Development and Industry. The current system was introduced in 2012. Representatives of local authorities, parliamentarians, prosecutors speak about its inefficiency. The Ministry of Economic Development and Industry offers to return the powers, including control and supervisory, to state administrations. Supervision over the implementation of legislation in the construction of especially dangerous objects was proposed to be entrusted to the Ministry of Economic Development. In order to work out an optimal solution on this issue, in the opinion of the President, it is necessary to gather at the discussion table all interested parties.
The adoption of consolidated solution also requires the issue of reform in the road sector. The meeting participants discussed the possibility of vesting with functions related to the construction, repair, maintenance of roads, local authorities, and transferred to them control powers. In this case, the system of procurement of materials is proposed to be unified. In this case, the centralization is justified, the meeting participants are sure, as well as on the issue of defining and securing common standards for the road builders of all cities and districts of the republic. The working scheme should be developed as soon as possible so that the necessary changes are made to the draft budget law for 2019.
Ivan Untu, Deputy Minister of Economic Development for Construction, reported on the progress in implementing the affordable housing construction program with state and citizen participation. According to the deputy minister, it is planned to build residential buildings for 665 apartments with a total area of 36.5 thousand square meters throughout the country. To date, 962 applications have been submitted for participation in the program. The state undertakes to bring external engineering networks to the house, citizens - general construction works, internal communications and landscaping of the local area.
With regard to the capital investment program for 2019, the head of state noted that its priority area will be the reconstruction of health care facilities. The funds are planned to be sent to upgrade the infrastructure of such areas as education, culture, sports.
