It is noteworthy that the law-in-draft of the President aimed at amendments to the existing rules of the Code of Administrative Offences (CAO) entered the Parliament the day prior to the plenary. Therefore, legislators had to consider it promptly. The President proposed to toughen penalties for violators of the state border-crossing regime at checkpoints, which was enacted in accordance with the Decree of the President of PMR in August this year. First, the law-in-draft proposes several times to increase the size of penalties for these violations. Second, the fines should add another, more strict administrative measures - required to work 200 hours, administrative arrest for up to five days, and the confiscation of the instrument administrative violation.

Official representative of the President on this law-in-draft Victor Ilyichev told deputies what prompted the executive bodies of state power to the introduction of the Administrative Code of the above addendum and amendments. Chairman of the responsible parliamentary committee Andrey Sipchenko assured colleagues that all comments and suggestions expressed in the debate will be considered in the preparation of the law-in-draft to the second reading.
