The working week in the main legislative body of the republic ended with a meeting of the Youth Parliament. There are about 10 questions on the agenda. Among them there are important, socially significant initiatives.
The young parliamentarians discussed amendments to the law "On the payment of labor of workers in the budgetary sphere and the monetary allowances of servicemen and persons equated to them under the conditions of payment of monetary allowances". The law-in-draft is under consideration by the Committee on Education, Science and Culture. The chairman, Mikhail Burla, proposed to clarify the notion of "young specialist", as well as to determine the procedure for appointing and paying a mark-up to the official salaries of employees. At present, the status of a young specialist at the legislative level is practically not regulated.
Members of the Youth Parliament supported the proposal of senior colleagues. In their opinion, it is necessary for holders of the status "young specialist" to set the age limit to 30 years. However, some of the norms of the draft law provoked a discussion. Young parliamentarians talked about the need to introduce legislative changes related to the two-level education system - "bachelor's" and "master's degree". Most of the faculties of the university passed to this model of education.
Young parliamentarians decided to participate in the meeting of the profile committee of the Supreme Council to listen to the position of deputies and share their own opinion. A broad discussion was prompted by another law-in-draft before the Supreme Council. Changes to the law "On the fundamentals of protecting citizens' health" were sent by the government. The main objective of the law-in-draft is to establish the possibility of the physician refusing to carry out an artificial termination of pregnancy, if this does not threaten the patient's life. It is proposed to clarify what the doctor can refuse, including on religious beliefs.
The existence of a serious problem in this area in the Supreme Council has been discussed for a long time. Deputies recently supported changes of the law "About protection of a reproductive health of citizens and about family planning". The Ministry of Health proposed to increase the age threshold (from 15 to 18 years), in which interruption of unwanted pregnancies in adolescents is possible provided that parents or legal representatives are informed.
Young parliamentarians decided to take part in the discussion of the legislation at the meeting of the Committee on Social Policy, Health, Labor, Family and Childhood Issues.
