Apartment houses will not remain without service

Lawmakers at the plenary session passed today expelled from the legal framework the provision on the mandatory definition of a method for managing their tenants apartment buildings by a certain date.

Earlier August 4, 2016 it was supposed to expire, before which the tenants of apartment buildings had to decide how to control. Since 2008, when the reform of housing and communal services began in the republic, this term repeatedly was postponed. That is why members of the parliamentary Committee on Local Authorities, Local Governments and Utilities have decided to put an end to this matter.

The essence of the proposal is not to consolidate responsibilities, and providing residents the right to choose a method for managing multi-family apartment house. According to statutory rights granted to them, they can take advantage of, and may not use it, and nobody at the same time can make them to do it. In the first case, they are entitled to create homeowners (HOA), consumer co-operative (PC) and take control of their home. They also may conclude an agreement with the management company for this. If they even do not do, then their home will continue to be serviced by a management company, as it was before, that is, nothing will change. The rate fixing this situation is contained in Art. 135 of the Housing Code, which as an argument and was given by the head of the local authorities of the Supreme Council Committee, Local Government and Housing Oleg Vasilaty. It removes all the unfounded fears of the effect that if the tenants of the deadline not be determined with the method of managing your home, it will no longer serve the relevant housing organization.

As a reference: 484 tenants, 44% in Tiraspol and Dnestrovsk out of 1086 houses defined the control shape, 304 (38%) from 791 in Bendery, 16% in Grigoriopol district, 70 % in Slobodzeya district, 14% in Kamenka region, 49% in Rybnitsa district, 12% in Dubossary.

The discussion of this important social issue of great importance for all Pridnestrovians, it was found out at the responsible committee that last year the experts of the Ministry of Regional Development, Transport and Communications conducted a great job of organizing meetings with the tenants of apartment buildings of municipal property. Numerous problems still inherent in the housing sector revealed in its course: the aging housing stock, underfunding of capital and current repairs. However, there have been positive changes recent years in this regard, which described by residents of cities and towns. It becomes more transparent as a process of spending of budget funds, and the funds paid by the tenants. Operating companies periodically report, fewer complaints about their work. But it is necessary to state that just yet unsatisfactory technical condition of the majority of apartment buildings and is the main limiting factor, due to which tenants are in no hurry with the shape determined by management. In this regard, tenants are not yet ready to take responsibility for the management and maintenance of apartment buildings in which they live. No one can make them do it.
