The Chairman of the Committee on the development of small, medium-sized businesses and industry Victor Guzun voiced his vision on the effectiveness of the executive branch at the end of the parliamentary-governmental dialogue:
"As the report stated, from March 2014, we are experiencing economic crisis, production volumes reduction. It is clear that the crisis - is not a new phenomenon. There were various crises at various times, and each country has its own way out of it. The United States, for example, coping with the crisis, started building roads. China has placed emphasis on small and medium businesses: to produce anything, most importantly, create job places and pay people salaries. Today I asked the government what the engine will bring our economy out of the crisis, and just realized that this is not a small business and industry. I looked at the data in the report on small business. Its share in GDP is 9.3%, while in Moldova - about 30%. That is, according to this indicator, we seriously differ for the worse, even from their closest neighbors. We understand that small businesses should be developed. The laws are developed for this, for example, on concessional lending and the creation of free economic zones. But, unfortunately, taken steps do not give a proper result. There is not a single FEZ resident. Funds for concessional lending by the law on the national budget are redirected for other purposes. And I consider that this project has been very successful: the allocated funds were directed to the development of production.
I am aware that there are not necessary resources in Pridnestrovie in order to take swift action to inject funds into the economy, which would give a momentary effect. We are aware that we can only use our internal reserves, and they are limited. What kind of resources? It is necessary to reduce the bureaucratic and administrative barriers, to develop the initiative of people to self-employment. These are key factors. We know about the unemployment rate, that young people leave the republic; there are pensioners, whose number is constantly growing.
I hear from the officials, they say, look at the Pridnestrovian car fleet what expensive cars on our roads, so businesses do not pay taxes, they are crooks. I think this is the problem: we need to change the public attitude to small and medium businesses. In the current difficult situation, it is important to create conditions so that people did not leave, that they were fixed in their native land, were self-employed, providing themselves and their families.
Practice has shown that major international investors who have invested millions of dollars in the construction of modern plants are not in queue to us. Therefore, we need to maximize the potential of domestic investors, who have in the country. If we come to this realization, we can count on success. Otherwise, we will have what we have. "
