The Ministry of Health reported on the work in 2022

The Minister Kristina Albul announced the main figures at the very beginning of her report. Mortality in Pridnestrovie in 2022 is the lowest in the last five years. However, the causes of death remain the same. These are diseases of the circulatory system, oncological and infectious diseases in most cases. There are no maternal deaths (during pregnancy or childbirth) in 2022, while the number of child deaths is gradually decreasing – that is one more good number. However, the minister noted that experts noted a general increase in the incidence of the population against this background last year. First of all, it is associated with respiratory diseases. Pridnestrovians began to visit doctors more often.

As for general information, the population of the republic decreased by almost four thousand people during 2022. The average life expectancy for men is 67.48 years, for women is 74.41 years. The birth rate decreased by more than 10%. 2820 children were born in the republic last year. The highest birth rates are in Tiraspol, the lowest – in Slobodzeya district.

They talked about vaccinations as well. Not a single case of diphtheria has been detected in the republic during the past 10 years, there have been no patients with tetanus, rubella, measles for several years. However, the WHO recommended vaccination coverage of 95% of the population in Pridnestrovie has not been achieved. Therefore, the work on prevention will continue.

The Chairman of the Government of the Pridnestrovian Moldavian Republic spoke about the importance of prevention. Alexander Rosenberg noted that the prevention of a variety of diseases must be taken seriously, starting from an early age even such familiar to us as the flu. He suggested paying special attention to this at school lessons on the subject "Fundamentals of Life Safety".

The importance of preventive work is also noticeable in the fight against such diseases as HIV, AIDS, tuberculosis and viral hepatitis. It is thanks to the practice of regular medical examinations that the rates of early detection of these diseases have increased. More than 90 thousand people underwent periodic and preliminary medical examinations in 2022.

As for high-tech specialized medical care, 46 hip and knee arthroplasty operations were performed at the Republican clinical hospital in 2022. The President of the Pridnestrovian Moldavian Republic considers that it is necessary to intensify work in those areas where surgical intervention is possible through the efforts of local specialists, including endoprosthetics. Vadim Krasnoselsky emphasized the importance of state targeted programs adopted by the Supreme Council of the Pridnestrovian Moldavian Republic and which are aimed not only at preventing diseases, but also at providing treatment to Pridnestrovians. It is in our republic and abroad. This mechanism has long been debugged. Thus, the number of Pridnestrovians who were referred to foreign specialists and whose treatment was paid from the republican budget doubled in 2022. More than 830 people underwent urgent or planned treatment.

The Minister drew attention to the fact that the Supreme Council allocated money from the budget for examinations of children by narrow specialists in commercial medical institutions of the republic even in the difficult economic situation in which the republic found itself at the end of last year. 7 thousand examinations, 1.5 thousand functional and more than 6.5 thousand laboratory tests were carried out in 2022 in total.

They focused on the personnel issue in the course of the Collegium of the Ministry of Health. Staffing with doctors was 83.12%, with paramedical personnel – 88.8%, junior – 94.2%. Kristina Albul spoke about the work on training specialists and raising the level of qualifications. The PMR President considers that the Ministry of Health needs to cooperate more closely with the medical faculty of PSU and colleges that train nurses. Vadim Krasnoselsky emphasized that certification of all medical personnel remains mandatory. Doctors need in addition to constantly improve their level of professionalism. The President called on the leadership of medical institutions to inform the medical staff in a timely manner about the possibility of taking advanced training courses both in the republic and abroad.

As for the Capital Investment Fund, about 15 million rubles were allocated for repair and construction work at 11 healthcare facilities in 2022. Another 6.5 million was purchased for medical equipment.

The Ministry of Health worked closely with the Supreme Council of the PMR to improve the current legislation in the field of healthcare last year. For example, the Head of the department Kristina Albul noted in her report that a number of amendments and additions were made to the law “On Immunoprophylaxis of Infectious Diseases”. This made it possible to include vaccines against Haemophilus influenzae and pneumococcal infections in the Immunization Schedule. The right of spouses, close relatives or legal representatives of the patient to get acquainted with medical documents, including after the death of the patient, was enshrined at the legislative level. The list of types of medical care that can be provided by private practitioners was also expanded, the concept and basic provisions on the activities of medical and social centers intended to provide medical and social services in case of illness, after serious surgical interventions or in case of disability were established. As for the activities of medical residents, the Supreme Council adopted amendments to the law “On the Fundamentals of Protecting the Health of Citizens” in 2022, which allowed those studying under postgraduate professional education programs to work in medical institutions under the supervision of medical personnel.
