Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Alexander Korshunov and deputies of the Parliamentary Committee on Legislation, Law Enforcement, Defense, Security, Peacekeeping, Protection of the Rights and Freedoms of Citizens Galina Antyufeyeva and Gregory Dyachenko took part in a meeting of the Collegium of the Ministry of Internal Affairs of the Pridnestrovian Moldavian Republic, at which the Ministry reported on its work in Last year. The Minister of Internal Affairs of the PMR Vitaly Neagu, made a report on the main results of activities for 12 months of 2023.
2709 crimes were recorded in 2023. This is 12.6% less than in 2022, when 3098 crimes were reported. The number of serious crimes decreased by 14.6%. There were 442 of them last year, 506 in 2022. The number of especially serious crimes decreased by 20.7%, compared to 2022. There were 161 of them last year.
The head of the PMR Ministry of Internal Affairs Vitaly Neagu during the report drew attention to the increase in crimes in the field of illicit trafficking in narcotic and psychotropic substances – 247, this is 13.8% more than in 2022.
As part of preventive work in the fight against drug trafficking, militia officers conducted 210 lectures for almost 6000 students in educational institutions of the republic last year. On behalf of the President of the PMR, enhanced preventive work will continue in 2024, including with the active participation of the media.
The internal affairs authorities pay particular attention to road safety. 126 road accidents were registered in 2023 (7 less than in 2022), in which 13 people died and 134 were injured. The most common type of accident was a collision with a pedestrian – 40 incidents (32%). Vehicle collisions took second place with 39 accidents. 88% of accidents were caused by drivers.
When monitoring road traffic in 2023, traffic militia officers identified 72905 administrative offenses and detained 864 drivers who were driving while intoxicated. 59 of them drove after using drugs.
In addition to preventive work in the field of road safety, in 2023 the Ministry of Internal Affairs, together with parliament and other departments, carried out work to improve legislation in this area. Thus, the Supreme Council adopted changes to the Code of Administrative Offenses in June last year, increasing the fine for not wearing a seat belt and driving without a motorcycle helmet from 37 rubles to 55 rubles.
The Supreme Council strengthened administrative liability for the use of narcotic and psychotropic substances without a doctor’s prescription in October 2023. A violator of the law will be prohibited from driving a vehicle or taking exams for a driver’s license for a year in addition to a fine or administrative arrest. As the head of the PMR Ministry of Internal Affairs noted in his report, such restrictions came into force for 99 citizens in 2023. 74 of them are drivers.
The parliament adopted amendments to the law “On Road Safety”, which established the obligation of drivers of emergency services (ambulance, militia, fire and gas services, cash collectors, etc.), equipped with light and sound warning signals, to pass additional courses on driving in emergency situations in October last year.
After hearing the report of the head of the Ministry of Internal Affairs, President of the PMR Vadim Krasnoselsky set tasks for the law enforcement agency for 2024. Among them is the development and modernization of the “Safe City” system, with the help of which, about 500 crimes were solved and 260 thousand violations of traffic rules were identified in 5 years.
The PMR President spoke about the need to increase the level of professional training of specialists for the law enforcement sphere. The President proposed holding joint training for investigators, interrogators and operatives.
One of the main instructions of the President is for the authorities to continue joint legislative work to tighten liability for citizens driving vehicles under the influence of alcohol or drugs.
The PMR President Vadim Krasnoselsky recognized the work of the PMR Ministry of Internal Affairs as satisfactory and thanked the personnel for their contribution to the protection of public order and security of the republic.
