Measures to support agrarians

Parliamentarians in the course of the plenary session considered legislations related to the agro-industrial complex. In particular, legislative initiatives prepared by the deputies of the profile parliamentary committee were adopted in the first reading. They proposed to transfer the bulk of payments for land and fixed agricultural taxes to a later date. According to the legislations, farmers will pay taxes on a monthly basis until the 20th of the next month at a rate of one-third of the tax amount determined for each quarter. At the same time, in I, II and III quarters, it will be necessary to contribute 10% of the total amount of taxes, and only in the IV quarter to pay the remaining 70%. Thus, most of the payments will be at the end of the year. In the opinion of parliamentarians, this will allow agricultural producers, on the one hand, to minimize the circulating assets during the year, and on the other hand, to realize the grown products at more favorable prices, which will positively affect the economy of the state as a whole.

Another law-in-draft aimed at supporting agrarian enterprises was developed by the Council of People's Deputies of Slobodzeia and Slobodzeia district. Local deputies proposed to expand the category of recipients of budget loans granted today to peasant (farm) farms at 1% for a period of one year.

A representative of Slobodzeia district proposed to change the terms of the loan: at 2% per annum for a period of two years. They did not agree with this in the profile committee. The chairman, Oleg Leontiev, noted that loan funds were included in the budget, primarily to support small businesses in the countryside, to maintain working capital of the peasant farm during the year. They can buy fuel, upgrade equipment, purchase seeds and, having realized the harvest, return the money to the budget.

Meanwhile, parliamentarians, who are well acquainted with the situation in Slobodzeia district, spoke in support of the law-in-draft. According to them, the matter concerns the same category of entrepreneurs.

He was supported by the parliamentarian Sergei Cheban. In his opinion, if there is a need for using credit resources, they must work.

Taking into account the comments made by the majority of votes, the deputy corps supported the law-in-draft in the first reading.
