The deputy corps considered and supported in two readings in the course of the plenary meeting the legislative initiatives of the Government proposing to transfer into relevant laws some measures of state support for the population, which are now enshrined in anti-crisis legislation.
Changes were made to the PMR Law “On Social Protection of Disabled Persons”. It fixed a norm that exempts disabled children from paying for meals in rehabilitation day care centers. Such children (more than 85) will be provided with their choice of either food packages or monetary compensation in cases where it is not possible to organize lunches.
New measures in the law “On Social Protection of Persons with Disabilities” will come into force on January 1, 2024. The procedure for providing food packages or paying monetary compensation is established by a regulatory legal act of the Government of the Pridnestrovian Moldavian Republic.
The Law of the Pridnestrovian Moldavian Republic “On Education” was also supplemented with state support measures. We are talking about helping kindergarteners, schoolchildren and students who have benefits in paying for meals. If an educational organization is forced to conduct training in a distance format (under special legal regimes or quarantine restrictions), these categories of citizens will be provided with food packages or monetary compensation in the amount of the cost of the products. The procedure for providing food packages or paying monetary compensation is also established by a regulatory legal act of the Government. New norms in the relevant law will come into force immediately after signing by the head of state and official publication.
Similar measures of state support appeared in Pridnestrovie during the period of COVID restrictions and were recorded in the law “On measures of state support in connection with the introduction of a state of emergency and (or) restrictive measures (quarantine) aimed at preventing the spread of coronavirus infection caused by a new type of virus COVID-19 , in 2020-2022".
The need for the continuation of such state support measures remained after the lifting of COVID restrictions in the republic. Therefore, they were enshrined in the law “On measures of state support for economic entities of the Pridnestrovian Moldavian Republic in connection with the negative consequences of external factors” at the end of 2022. However, this law, and accordingly these support measures, ends on December 31, 2023. Now these state support measures are fixed on a permanent basis in the basic laws “On Social Protection of Persons with Disabilities” and “On Education”.
