The law-in-draft "On some additional government measures aimed at minimizing the negative impact of external economic factors" was submitted by deputy Minister of Economic Development Natalia Sokolova for consideration of the deputies toward the close of the plenary session. Its author is the president. However, a thorough analysis of the content of the law-in-draft suggests - it contains much of the same proposals that were made last spring by the government of Tatiana Turanskaya. It is the financial, construction amnesty; expanding the list of goods that state regulation of prices will be distributed for; halving the social tax rates in case of the creation of new jobs; free provision of land plots for individual housing construction; reduction of up to 5% of the rate of income tax for condominiums and other local measures.

However, parliamentarians could not realize how legalization replanning legalization of illegally erected or in the self-captured lands capital garage can withstand the economic crisis caused by, including external factors.

Debatable issued and contained in the draft proposal to expand the list of goods for which the state has the right to limit the size of trade allowances. In conjunction with the trade markup - it was, and on customs duties. And then, and another is reflected in the retail prices at which goods are the same foods sold to the final consumer, which means that the purchasing power of the population, its standard of living. Deputies suppose that the rise in prices contribute to unreasonably high tariffs imposed by regulations, as well as their number. As for customs duties, the Minister of Economic Development Dmitry Boltrushko said that the government set up an inter-ministerial group, whose members are already working on the optimization of customs fees.

33 parliamentarians voted for its adoption in the first reading, 4 - "against" despite the many questions that had deputies to initiated by the President anti-crisis draft law. Elected officials have repeatedly confirmed the need for an integrated approach to the development of anti-crisis program, therefore, they suppose the work on the draft law "On some additional government measures aimed at minimizing the negative impact of external economic factors" should be continued. It will certainly include proposals that have been acquired by people's deputies in the last convocation.

Earlier in 2015 the Supreme Council adopted the law-in-draft "On additional measures to stabilize the country's economy" in the first reading. Deputy chairmen of the parliamentary committee Alexander Korshunov and Peter Pasat were the authors. This law-in-draft has been prepared by deputies of responsible committee on economics for consideration by deputies in the second reading.
