Concessional lending for a certain category of disabled people - defenders of the PMR

Defenders of Pridnestrovie, who became disabled after the war period, will be able to get a loan at a low interest rate. An amount of up to 25 thousand rubles can be spent on construction, housing renovation or improvement of a personal plot. Previously, only combatants who became disabled as a result of injury, contusion, injury or illness received during the protection of PMR had the right to receive a soft loan. The republican budget provided funding for such social support from the state for the last three years. The parliament received appeals from defenders who became disabled after the war period. On the basis of such requests, a group of deputies of the Supreme Council developed a draft state target program aimed at providing preferential lending to combatants in the defense of Pridnestrovie who became disabled in groups I and II of general illness, work injury, occupational disease, illness received during military service, disabled I and II groups of vision. Today 468 people belong to this category of citizens. The program proposed by the deputies is designed for the next three years. The amount of financing is 3 million 600 thousand rubles. The amount per year is 1 million 200 thousand rubles.

The mechanism for implementing the program with the participation of a public organization has been prescribed. The executors of the program are the Pridnestrovian Savings Bank and the Ministry of Social Protection and Labor. The maximum loan amount will be based on the borrower's solvency. The bank will be able to provide 25 thousand rubles to disabled people - defenders of the PMR, if at the time of the end of the loan agreement their age does not exceed 70 years. Those who will be 70-75 years old will be able to get 15 thousand rubles on credit. The interest rate will be 17% per annum. The borrower pays only 4%, while the remaining 13% by the state.

The law-in-draft on the approval of the state target program "Preferential lending to citizens of the PMR who are participants in hostilities to protect the PMR, who have become disabled of groups I and II of general illness, work injury, occupational disease, illness received during military service, disabled people of I and II groups of vision "For the period 2021–2023" today at the plenary session, the deputies of the Supreme Council adopted in the first reading. Work on the document will continue in preparation for the second reading, taking into account the views of all stakeholders. Perhaps the list of lending purposes for this category of citizens will expand.
