Preferential loans for combatants in the defense of Pridnestrovie

The Supreme Council approved a progress report on the implementation in 2021 of the "Preferential lending to citizens of the Pridnestrovian Moldavian Republic, who are participants in the hostilities to protect the Pridnestrovian Moldavian Republic and participants in the hostilities in Afghanistan from April 1978 to February 15, 1989, who became disabled I or II group of a general disease, industrial injury, occupational disease, disease received during military service, visually impaired persons of group I or II" for the period 2021-2026" state target program. The report was presented by the Minister for Social Protection and Labor Elena Kulichenko.

The state program is in its first year. It is designed for 6 years – until 2026. Loans are issued for up to 3 years. The maximum loan amount is 25 thousand rubles. The interest rate on the loan is 17% per annum. The borrower pays only 4% of these, and the remaining 13% is taken over by the state.

According to the relevant department, out of 10 people who received preferential loans:

- 2 people - participants in the hostilities to protect Pridnestrovie, disabled people of the 1st group;

- 7 people - participants in the hostilities to protect our republic, disabled people of the II group;

- 1 person - a participant in the hostilities in Afghanistan, a disabled person of group I.

The deputies drew attention to the fact that far fewer people took advantage of the program than expected.

The Economic Policy Committee plans to develop changes to the state program. First of all, they will be aimed at revising and simplifying the algorithm for obtaining a preferential loan for combatants who have become disabled. The deputies noted that it is necessary to inform potential program participants more about the opportunities that the state provides them.

In order for more Pridnestrovians to take advantage of the state program, the deputies considered and adopted in the first reading two legislations that amend the state program itself for providing preferential loans and the law on the republican budget for 2022.

According to preliminary forecasts, about 300 more people will be able to use the right and take part in the program of concessional lending to disabled people – participants in the hostilities to protect Pridnestrovie and combatants in Afghanistan. Work on the legislations will continue in the second reading, taking into account the comments.
