We have already reported on the adoption of the Supreme Council amendments to the Electoral Code that lowered the level of voter turnout, in which the head of state elections declared valid from 50 to 25%. However, the President with a consolidated decision of the parliamentary majority did not agree and sent the new law for reconsideration of Deputies a proposal to create a conciliation commission. At the same time, if in the course of work on the amendments made to the Electoral Code, the President proposed 40%, then the justification for rejection adopted by the Supreme Council of the law has maintained his earlier position, expressed in the official report on the law-in-draft, initiated by Deputy Igor Buga and Andrei Safonov - 50%.
Despite the fact that participants in the legislative process have repeatedly spoken about the innovations in the electoral legislation at today's plenary session of the discussion was delayed for an hour. The starting point of controversy was the announcement of the voting results with respect to this law, the members of the Public Chamber its leader Sergei Smirichinsky. According to him, 75% of the members of this agency are in favor of retaining 50 per cent threshold turnout in the elections of the republic. In this case it was not presented clear and strong arguments that position.
The high level of migration loss has become one of the main arguments of the supporters of reducing turnout.
Expressed reasons and arguments influenced the final decision of parliamentarians - 36 Deputies were in favor of overcoming the president's veto if adoption of the law in the previous version (25%) and only one - "against".
