The Supreme Council considered amendments to the law on the republican budget for 2022, which adjust income and expenses in connection with the new economic conditions.
The Government of Pridnestrovie, as the author of the legislative initiative, notes that it is necessary to adjust expenses and incomes due to the current foreign economic and foreign policy situation. Routes have changed and the cost of delivering goods and raw materials has increased, the cost of goods is also rising, enterprises are suffering losses and cannot work at full capacity as before. Revenues to the budget are reduced accordingly. The new parameters were prepared taking into account forecasts for a decrease in planned revenues by the end of 2022: according to the forecast, consolidated budget revenues will be 90 million rubles less. The government proposes to reduce the expenses of the consolidated budget by 384 million rubles. Financing of funds, state programs and other budget items will be cut. Social spending will not be touched.
The main goal of the law-in-draft, designed to balance income and expenses is to create a kind of "safety cushion" for all social payments against the background of a decrease in budget revenues. The parliamentarians emphasize at the same time that the decision to cut costs does not mean that development programs will not be implemented at all.
The Supreme Council adopted law-in-draft on changes to the republican budget in connection with the negative external situation in the first reading. The deputies, together with the Government, will finalize by the second reading the law-in-draft on adjusting the budget and the amount of spending cuts on individual items may also change. Consideration is scheduled for July 13 in the second final reading so that the changes to the law are adopted and come into force as soon as possible.
