A legislative initiative of Deputy of the Supreme Council Oleg Leontyev, providing for the extension of the validity of the certificates of conformity of the Russian Federation and the European Union to the end of 2018 and the period of the construction amnesty for individuals was adopted within the framework of the agenda of the plenary session, in two readings. As the author of the law-in-draft noted, the implementation of these norms has already shown its effectiveness.

The deputy corps supported the proposal of the Speaker of the Parliament Alexander Shcherba to discuss the results of the action of the construction amnesty for the past period. It should be recalled that its implementation was envisaged in the framework of the law "On some additional state measures aimed at minimizing the negative impact of external economic factors" adopted in May 2016.

The parliamentarians adopted in the first reading the legislative initiative of the President Vadim Krasnoselsky aimed at changing the terms of the spring and autumn conscription for military service, setting them from April 1 to June 30 and from August 1 to December 30, respectively. As the representative of the Ministry of Defense noted in his report, the new norms of the law will allow calling in the fall period both graduates of schools that have not entered higher education institutions and those who have already completed the first year, thereby equalizing the present imbalance in the number of spring and autumn conscripts.

Having agreed with the concept of the law-in-draft, the deputies of the responsible committee on legislation informed about the forthcoming amendment.

The parliamentarians during the plenary session also considered the legislative initiative of the colleague-deputy Oleg Vasilaty. He proposed to remove the legal uncertainty in the issue of concluding agreements for the export of solid domestic waste. Legislation provides for administrative liability of citizens for the absence of such an agreement, and the obligation to conclude it is not prescribed in any legislative act. The relevant amendment will be made to the Housing Code. The deputy corps supported the proposal of Oleg Vasilaty, having adopted the legislative initiative in the first reading.
