The road fund will be increased

The structure of contributions to the Road Fund will change. The Supreme Council at the July plenary session considered law-in-draft on amendments to the Law "On the Road Fund of the PMR". The law-in-draft proposes to increase deductions from fees and charges, which will allow accumulating additional funds in the Road Fund.

It is planned that the financing of the Road Fund will increase by approximately 43 million rubles annually as a result of these measures. The new norms for deductions will be taken into account when drawing up the republican budget for 2024.

Additional funds will allow for more large-scale and high-quality work on the construction, repair and maintenance of road infrastructure.

Construction control

Changes to the Civil and Land Codes were adopted during the spring session. The document optimizes the legal mechanisms that determine the procedure for the forced termination of rights to land due to their non-use for their intended purpose. It corrects the procedure for alienating an object of construction in progress located on a land plot, the right to which has been terminated. In particular, some additions to the law stipulate a list of circumstances when a land plot cannot be used for its intended purpose. We are talking about natural disasters and natural disasters, the lack of technical ability to connect to engineering networks, which is why the facility cannot be put into operation. However, this lack of technical capability will need to be proven. The period of possible use of the land plot will be extended in these cases. As for the rest, it can be withdrawn and put up for public auction if after the allocation of the site within three years there is no construction and installation works in accordance with the project documentation. These changes will affect not only residential development, but commercial facilities as well. The new version of the law stipulates that the use of a land plot intended for housing and other construction, in accordance with its intended purpose, begins from the day a decision is made to allocate a plot. The building permit itself is issued for the entire period provided for by the design documentation for the construction of a capital construction facility. A permit for individual housing construction is issued for a period not exceeding ten years.

Transport for the fire department

Parliamentarians voted in April for the removal of changes to the state target program “Re-equipment of fire service vehicles” for 2021-2029.” The total amount of funding and the number of phased acquisition of equipment and its types have been increased. Vehicles for firefighters in cities and regions of the republic for 16.5 million rubles were purchased in the summer, the money for this purpose was included in the 2023 budget. We are talking, for example, about fire trucks (fire trucks "ATs 5.0-40"), which are designed to extinguish fires in settlements, industrial enterprises, in rural areas and other facilities and serve to deliver combat crews, fire engines to the fire site, technical equipment and stock of fire extinguishing agents. The Ministry of Internal Affairs reported that 5 tank trucks had already been purchased in July, and one ladder truck would be purchased with the money saved in the near future. Changes to the state program were adopted by the Supreme Council.

It is planned that the state will be able to re-equip fire departments throughout the republic with special equipment as part of the implementation of the state target program until 2031.

Catfish fishing is allowed from July 1 to September 30

Parliamentarians lifted the ban on catching European catfish. You can catch this commercial fish strictly during daylight hours and in certain places from July to the end of September. However, they will have to take care of obtaining a special permit before going fishing. It costs 1620 rubles and is valid throughout the season. Catfish fishing is allowed only on weekends. So, amateur anglers will have almost 30 days to catch catfish this year. The fish, specify the Ministry of Agriculture, must be at least 70 centimeters in length. If the fish does not fit these parameters, it will have to be released back into the pond. By the way, it will be possible to catch catfish only by means of a hook and in certain places – they are also spelled out in the law. This is a section of the Dniester from the bridge of the Poltava-Chisinau highway downstream, and Turunchuk. The permanent fishing ban areas remain the same. Catfish fishing has been completely banned for fishermen for the last 15 years.

The money received from the issuance of permits will fully direct the restoration and rational use of aquatic biological resources, including, for carrying out works on stocking with fish and biological amelioration of fishery reservoirs of the republic.
