Control over the spending of cities and districts development funds

The issues of spending funds of economic development funds and social development funds of cities and districts of the republic are regulated at the legislative level. The deputies of the Supreme Council considered in the first reading at the plenary session the corresponding legislative initiative of the Chairman of the Supreme Council Alexander Korshunov. The speaker drew the attention of his colleagues to the fact that in practice a legal gap has been identified concerning the operation of two target funds of municipalities.

The money from privatization is directed to the implementation of projects in the field of social protection and the economy, explained Alexander Korshunov. This could be a major overhaul of municipal social facilities, the purchase of equipment, or the reconstruction of a facility for economic activity, in particular, the creation of conditions for potential investors.

In order to regulate all issues arising when directing funds for the implementation of these projects, and in order to control their spending, the author proposed to amend 3 laws: "On local authorities, local self-government and state administration in the PMR", "On the budget system in the Pridnestrovian Moldavian Republic", "On denationalization and privatization". Alexander Korshunov considers it necessary to adopt 2 Resolutions of the Supreme Council on the approval of Model Regulations on the funds for economic and social development of the local budget and on the procedure for using these funds. The Committee on Economic Policy will continue to work on the legislations and draft resolutions of the Supreme Council adopted in the first reading to prepare them for consideration in the second reading.
