Monitoring and improving the level of training of drivers of special equipment

It is proposed to strengthen professional requirements for drivers of ambulances, cash collection and militia vehicles. The reason is the increased accident rate of this type of transport. The Supreme Council of the Pridnestrovian Moldavian Republic considered the amendments to the law "On Road Safety" in the first reading. By order of the President, a legislative initiative was developed by the Government.

According to the above statistics, 19 accidents involving special vehicles occurred in the republic in 2020, as a result of which 4 people were injured. Drivers of special vehicles were guilty in 16 cases (84% of the total number of accidents). 30 accidents involving special vehicles were already registered in 2021, in which 11 people were injured. Drivers of special vehicles were guilty in 20 cases (67% of the total number of accidents). 10 accidents involving special vehicles were registered on the territory of Pridnestrovie in 2022. One person died and five received various injuries as a result of these incidents. Experts analyzed the situation, the legislation notes, and emphasize that drivers of special vehicles do not always correctly assess the traffic situation, including traffic intensity, and do not have sufficient skills to manage in emergency situations. This leads to injuries and even death of people, several special vehicles cannot be restored.

Training programs, practical training in extreme driving and control – these measures will allow drivers of special vehicles who move with special signals to more effectively cope with emergency situations on the roads, as well as reduce the likelihood of traffic accidents. Parliamentarians in the course of the discussion were interested in who would develop programs, teach drivers and where to get funding.

In general, parliamentarians approved the adoption of such law-in-draft and adopted it in the first reading. It is necessary as part of the second reading to determine the sources of funding, develop and implement training programs and requirements aimed at improving the skills of car drivers who drive with special signals.
