Compensation for ocular prostheses

31.05.2023

A package of legislative initiatives that propose to pay compensation to people with special needs for eye prostheses purchased at their own expense was considered and adopted by deputies in the first reading in the course of the plenary session.

According to the data provided to the Supreme Council by the Society of the Blind of Pridnestrovie, 29 people currently need to replace or install the 31st eye prosthesis today. However, Sergei Cheban, chairman of the relevant Committee on Social Policy and Health, noted that there are still people in the republic who need such prostheses, but are not members of the Society of the Blind.

The state cannot currently conclude contracts with manufacturers of ocular prostheses due to objective reasons. However, the need for prosthetics remained. Therefore, the deputies of the Committee on Social Policy and Health proposed to pay compensation to people with special needs for eye prostheses purchased at their own expense. It is proposed to make changes to several existing laws at once: “On the social protection of disabled people”, “On the social protection of war veterans”, “On the rehabilitation of victims of political repression”, as well as the law on the budget for 2023.

Similar eye prostheses, the parliamentarian added, are made in Odessa and Chisinau.

As for the amount of compensation: the authors of the legislative initiative propose to establish it in the amount of the cost of purchased eye prostheses, but no more than 360 minimum wages (3492 rubles) for 1 eye prosthesis. Visually impaired people will be able to receive such compensation once every two years. Money for prosthetics for the privileged category of citizens is included in the republican budget for this year. 216 thousand rubles are planned to be redistributed for the payment of compensation.
