The first meeting of the State Duma of the seventh convocation scheduled for 5 October. The deputies elect the Speaker of the House, his deputies and heads of the Duma committees. And although "The United Russia" in the convocation has a record number of seats, the party offering the old system of distribution of management positions in the committees - 50 to 50 between the parliamentary majority and the opposition. As explained by the leader of "The United Russia", Prime Minister Dmitry Medvedev at a joint meeting of the Supreme and the General Council of the party, this situation was decided to leave out of respect for colleagues from other factions. In addition, according to the head of "The United Russia" Vladimir Vasiliev, it will allow opposition parties "not to reduce the potential of a critical confrontation".

Vyacheslav Volodin was recommended for the post of the State Duma Speaker. The decision on the approval of candidacy of Vyacheslav Volodin to the post of the Speaker of the State Duma and the Supreme Council of the party was adopted unanimously. The United Russia members at the joint meeting voted in favor of the creation of faction in the Duma. Vladimir Vasiliev, who headed the faction, and in the VI convocation was elected for the post of head of the faction. Deputy head of the faction on the legislative activities is Andrei Isayev.

In the State Duma of the VI convocation the "The United Russia" had 5 deputies of the State Duma Chairman, opposition parties - 3, including first deputy. President Vladimir Putin has supported the idea of ​​leaving a distribution of posts in the Duma VII convocation. "The United Russia" has offered the positions of Deputy Speaker of the State Duma Alexander Zhukov, Vladimir Vasilyev, Peter Tolstoy, Irina Jarovaya and Sergei Neverov, who represents the interests, including the Pridnestrovian voters.
