As explained by the leader of "The United Russia", Prime Minister Dmitry Medvedev at a joint meeting of the Supreme and the General Council of the party, this situation was decided to leave out of respect for colleagues from other factions. In addition, according to the head of "The United Russia" Vladimir Vasiliev, it will allow opposition parties "not to reduce the potential of a critical confrontation".

Vyacheslav Volodin was recommended for the post of the State Duma Speaker. The decision on the approval of candidacy of Vyacheslav Volodin to the post of the Speaker of the State Duma and the Supreme Council of the party was adopted unanimously. The United Russia members at the joint meeting voted in favor of the creation of faction in the Duma.
