Parliamentarians discussed the question of what mechanisms the state can use to ensure information security on the Internet in the course of the meeting with the Russian expert in the sphere of electronic technologies, the executive director of “The League of Secure Internet”, Denis Davydov. The main issue of the meeting concerned the protection of the younger generation from the destructive influences of dangerous Internet sites. An example of the harmful impact on children are so-called "death groups" in social networks - have shown what the impact of online resources can have on an uncontrolled social impact.
“The League of Secure Internet” is supported by the Ministry of Communications and the Ministry of Internal Affairs of the Russian Federation, the State Duma Committee on Family, Women and Childhood. Its activities are aimed at counteracting the distribution of dangerous content in the global information network.
The Chairman of the Supreme Council Alexander Shcherba, Vice Speaker Galina Antyufeeva, the Chairman of the Parliamentary Committee for Public Associations, Sport, Information and Youth Policy Igor Buga, Deputy Andrei Safonov took part in the discussion.
Denis Davydov said that Russian society knows this problem firsthand. The expert shared his experience, which was applied in the Russian Federation, on the formation of a set of measures aimed at combating and protecting the information space.
“The League of Secure Internet” has been operating since 2011. With its direct participation, the Federal Law of the Russian Federation "On Protection of Children from Information Harmful to Their Health and Development" was drafted and adopted, co-authored by Denis Davydov. The organization is exploring the Internet space and its users. According to monitoring results conducted in March this year, experts found that only 22% of all Russian children using the Internet are technically protected against harmful resources. At the same time, 75% of children in Russia are users of social networks.
Earlier in March, the Supreme Council in the first reading adopted amendments to the Criminal Code, establishing criminal liability for inducing children and adolescents to commit suicide, for assisting in its commission. In accordance with the new article of the Criminal Code PMR, the maximum penalty can be brought to 8 years of imprisonment.
