How to preserve national wealth?

The parliamentarians discussed the law-in-draft of the president on the transfer authority of the Supreme Council for the approval of the state register of immovable cultural heritage, to include a delisting of these objects, a change in their historical and cultural values, as well as the approval of the boundaries of zones of protection. It is worth noting that three similar initiatives were received by the Parliament. They were either withdrawn by the subject of law, or not adopted by the deputies. According to the deputy head of the State Service of Culture Marina Kashlevoi, today there is a need to develop measures to prevent the destruction of cultural heritage. In this regard, it is important to create the conditions for a rapid response and the inclusion in the state register of objects according to the normative act of the government, not the law, says the author of the law-in-draft. During the meeting, it also noted that currently use the state register, approved by the Supreme Council in 2002, so there is a need for the approval of the new registry, which will include all the monuments, recognized cultural heritage on the territory of the republic. This, according to the official representative, an opportunity at the national level will be provided to implement the necessary measures to preserve them.

The parliamentarians spoke about the responsiveness of the executive authority regarding the preservation of cultural heritage. According to deputies, the formation of the national budget should seek material resources to carry out the necessary work for their conservation. Alexander Korshunov noted that when adopting the budget-2015, deputies have made relevant amendments to the law, but they were vetoed by the president.

At the end of the discussion, the head of the parliamentary committee, Vladimir Bodnar suggested to adopt the law-in-draft in the first reading, taking into account the fact that in many countries, particularly in Russia, Ukraine, Moldova, the authority to approve the state register of immovable cultural heritage, to include or exclude, was transferred to the government. However, for the adoption of the initiative did not gain the necessary number of votes, so is considered to be rejected.
