How to make our roads better?

The parliamentary hearings on the road theme were opened by the Chairman of the Supreme Council Alexander Shcherba.

The main information was made by Deputy Minister of Economic Development Ivan Untu. He presented the participants of the hearings with the main points of the draft state program for the development of the road industry. It includes a review of the principles for the allocation of the funds of the Road Fund; Possibility of receiving grants from international donors of the Association of Transport Workers and Road Workers of Pridnestrovie; coverage of intraquarter and intraday territories with cement, which, taking into account the possibility of using local building materials, can reduce the cost of works by about half; restructuring of enterprises of the road sector of state ownership, their technical re-equipment.

Earlier the government representatives in the joint consideration of the draft republican budget for this year proposed to the deputies of the Supreme Council to change the existing mechanism for spending the funds of such a targeted budgetary fund, as the Road. It was about the cancellation of tenders in determining the manufacturer of repair work on the roads and replacing them with a form such as request for proposals. The parliamentarians agreed with this, and during the open hearings that were held today they wanted to find out how this mechanism works. Asking questions to the government representative, the deputies of the Supreme Council actively joined the discussion.

Deputies Oleg Bayev, Alexander Korshunov, Victor Guzun, Vadim Kravchuk made speeches on road works. The people's deputies spoke about the necessity, in view of the acute budget deficit, to reduce the average cost per square meter of the roadway, but not at the expense of quality. That is why they were surprised by the case in Bendery, when a private road company that offered to repair 600 thousand rubles less than its municipal competitor, and on imported, higher-quality inert materials, lost the request for proposals. What prevailed in the local authorities in making such a decision? The desire to support the municipal enterprise? But according to the current legislation, all enterprises of the industry, regardless of the form of ownership, should have equal rights and opportunities to participate in competitive procedures for performing repair work on roads.
