The Government submitted to the Supreme Council amendments to the law “On approval of the state target program “Provision of housing for orphans, children left without parental care, persons from among orphans and children left without parental care for the period 2018–2027”. As part of the plenary meeting, the law-in-draft was considered in the first reading. The essence of the changes is to enable orphans to choose the type of housing provided by the state. Current legislation provides for the purchase of apartments exclusively.

Deputies, fully supporting the essence of the law-in-draft, focused on the fact that the government’s proposed replacement of the concept of “apartment” with the concept of “residential unit” can be interpreted by law enforcement officials in different ways.

According to the representative of the Ministry of Social Protection, the allocation of housing to orphans is strictly regulated by the norms of the Housing Code, according to which recipients are allocated comfortable housing (the relevant criteria are specified). In this case, the opinion of the orphans themselves is taken into account. In total, within the framework of the state target program, over ten years it is planned to acquire about 600 apartments. According to the deputies, the legislative change will allow for more active implementation of the state program to provide housing for orphans.

The law-in-draft proposed by the government was adopted in the first reading. The comments made will be presented in the form of amendments, which the relevant parliamentary committee will prepare for consideration of the document in the second reading.
