Housing for families of combatants to protect the PMR

The Supreme Council deputies adopted at the plenary session in the first reading today the law-in-draft that provides families of participants in hostilities to protect the PMR to remain in the preferential queue for improving housing conditions if the head of the family was gone.

The author of the legislative initiative was Grigory Dyachenko, Deputy of the Supreme Council of the Pridnestrovian Moldavian Republic Supreme Council, Deputy Chairman of the Committee on Legislation, Protection of the Rights and Freedoms of Citizens.

The deputies expressed their proposals for the work on the law-in-draft already in the second reading in the course of the plenary session. Thus, parliamentarian Igor Buga, who heads the Association of Veterans of the War in Afghanistan, asked whether it is possible to expand this list with the category of Afghan soldiers and whether widows will retain the right to a preferential line if they remarry. The author of the legislative initiative Grigory Dyachenko noted that in the event of a remarriage, a widow loses her benefits. As for the other issues, he is ready to discuss them when preparing the law-in-draft for the second reading. The parliamentarians agreed on the main provisions.

According to the norms of the law "On the social protection of war veterans", participants in the hostilities for the protection of the PMR are persons who were members of the armed formations of the Pridnestrovian Moldavian Republic and took part in the battles in the periods of December 13-16, 1991, March-July 1992. According to the state administrations of cities and regions of Pridnestrovie, as of November 1, 2021, there were 393 participants in the hostilities to protect the PMR in preferential lists for housing.

The second part of the law-in-draft prescribes the registration mechanism. Today there are two queues for improving housing conditions in Pridnestrovie – general and preferential. It is proposed as part of the amendments to the Housing Code to restore a citizen in the general queue after the loss of grounds for preferential treatment, according to the date of initial registration in the general list for improving housing conditions.
