Housing for orphans: report on the state program for 2023

The state acquired 48 apartments and houses for orphans and children left without parental care in 2023. Deputies heard a report on the implementation of the state target program for the past year at the plenary session. It has been working in the republic for 6 years.

Plans for 2023 included the acquisition of 49 residential premises. Almost 11 million rubles were allocated for this. As a result, 10 residents of Tiraspol, 7 residents of Bendery received their housing, 15 residential premises were purchased in the Slobodzeya district, another 4 in Grigoriopol, 3 in Dubossary and 9 in Rybnitsa. Only one of the planned apartments in Rybnitsa district has not been purchased. Local authorities are faced with the fact that the area of ​​purchased housing does not comply with the standards prescribed by law.

Deputies asked about the size of housing purchased for citizens from among orphans and children left without parental care. Parliamentarian from Slobodzeya Pavel Shinkaryuk said that there should be at least 18 square meters of living space per person. This is the minimum, the deputy asked, whether there is a maximum.

The official representative noted that the maximum area that can be purchased for orphans is not determined by law.

Deputies consider that it is necessary to send information to the districts that if the purchase of housing fits within budget limits, then you should not focus only on the minimum standards. This is especially true for areas: houses with a larger area can be purchased at an affordable price in villages.

Another question was asked by Grigory Dyachenko. Several orphans were moved into dormitories last year in his constituency “Kirovsky”. The deputy was interested in how much this complies with the law, since a dorm room does not require its own kitchen and bathroom. The cases mentioned by the deputy relate to the placement of orphans on the terms of renting housing, and not purchasing living space for them, explained the Speaker of Parliament and the head of the relevant Committee. According to the law, the state administration issues temporary housing in a hostel until housing for the orphan is purchased.

The number of those for whom the state must purchase apartments or houses under the state program is constantly growing in the meantime. The queue of orphans and children without parental care has increased by 625 people since the adoption of the state target program. Only about 50 Pridnestrovians from among the orphans receive their own housing per year.
