Amendments to the Russian electoral legislation

A law on the return to a mixed system of elections to the State Duma in 2014 was adopted. It provides for the election of deputies and party lists and single-mandate constituencies (for 225 people). In early September, the Central Election Commission passed to the State Duma a draft document on the single-member districts “cutting” for the election of deputies of the lower house of parliament, scheduled for September 2016. Following this, the head of the constitutional and federal committees Vladimir Pligin and Victor Kidyaev prepared a law-in-draft on its approval for ten years.

According to the project, most counties will be in Moscow (15) Moscow region (11) and St. Petersburg (eight). Seven single-mandate constituencies will be formed in the Sverdlovsk region, six - in Bashkortostan and Tatarstan.

According to the speaker of the Federation Council Valentina Matviyenko, the introduction of a mixed system of elections to the State Duma suggests further liberalization of the electoral legislation in Russia.

Matvienko said the introduction of a mixed system of elections of deputies of the State Duma will lead to increase in voter turnout in the elections at all levels.
