Amendments to the PMR Constitution

The Supreme Council adopted the amendments to the PMR Constitution in the third final reading. The amendments change the procedure for the formation of the institution of heads of state administrations of towns and districts. The PMR President earlier appointed candidates proposed by the Chairman of the Government for this position. From January 1, 2022, the President will independently appoint or dismiss the heads of state administrations of towns and districts and their deputies. By decision of the President the Council of People's Deputies from the candidates presented by the President will elect Heads of the state administration in certain towns and districts.

The heads of state administrations retain the status of members of the Government, they continue to carry out the functions of state administration in towns and districts of the republic.

Deputies made appropriate adjustments to the Constitutional Law "On the PMR Government", to the PMR Law "On local authorities, local self-government and state administration in the PMR" and to the PMR Law "On acts of PMR legislation" in development of the adopted amendments to the PMR Constitution. The adopted legislations were sent for signature to the President.
