The Amendments to the Administrative Code

14.01.2019

The President Vadim Krasnoselsky at the beginning of this year signed a number of laws, previously adopted by the Supreme Council, which are aimed at updating the norms of the Code on Administrative Offenses.

The first one deals with the rational and efficient use of agricultural land. Administrative measures in the form of fines will be applied for land users who ignore these requirements. In accordance with the legal norms that have come into effect, the irrational and inefficient use of land plot comprising agricultural land is a decrease in the actual yield over the past two years compared to the average statistical productivity of more than 25%. The administrative penalty for this for officials is from 50 to 100 MW, for legal - from 300 to 600 MW. There are exceptions: these are cases when such a decrease in productivity is caused by natural disasters or other natural circumstances.

The second law, amending the Administrative Code, concerns the punishment for the lack of permission for redevelopment, re-equipment of buildings and structures for industrial and non-production purposes, including residential buildings, their parts, including extensions, superstructures, and household structures. This offense entails the imposition of an administrative fine on citizens in the amount of from 70 to 100 MW, from 100 to 200 MW - officials, from 300 to 600 MW - legal entities.

Signed by the President and enacted law to introduce amendments and addendum to the Code on Administrative Offenses envisages sanctions in the form of a warning or a fine from 5 to 10 MW for drinking beer and beverages made on its basis in educational and medical organizations, in cultural organizations, health and fitness and sports facilities, as well as in other public places. The exceptions are the organizations or catering facilities located in them, where the sale of beer and beverages produced on its basis is carried out. One of the articles of the Code is supplemented with a note: "The stadiums allow drinking beer and beverages made on its basis from paper and (or) plastic containers sold at the stadiums during international sports competitions". It brings the legislation in force in the republic in line with the requirements of holding sporting events of international sports federations and is aimed at supporting domestic producers of beer and beverages made on its basis.
